In 1974, three years after the founding of Capitol University (formerly Cagayan Capitol College) the College of Engineering, then called the Engineering Department, officially opened with the BS in Civil Engineering as its lone program. The next two years saw the opening of another course offering; BS in Mechanical Engineering was opened for enrolment in 1976.

To ensure the quality of its academic standards, the College of Engineering voluntarily subjects itself to accreditation through the Philippine Association of Colleges and Universities Commission on Accreditation (PACUCOA). Presently, the BS Mechanical Engineering has already achieved a level 3 re-accredited status while the BS Civil Engineering is at level 2, 3rd re-accredited status.

In 2002, the BS Civil Engineering program was designated by the Commission on Higher Education as the Center of Development for Region 10. On the same year, the BS Electronics and Communications Engineering program was offered.

Last December 2009, the College was bestowed two awards namely: the first Level 3 re-accredited status for BS Mechanical Engineering program in Region 10, and the first level 3 re-accredited status for BS Mechanical Engineering program in the Philippines, by the PACUCOA.
