The Capitol University Basic Education Department (CUBED) officially came into being with the transfer of the CU Science High School to the St. Francis Learning Center campus in Gusa, Cagayan de Oro City, Philippines in June 2006. The transfer paved the way for the consolidation of the two basic education levels into one department, the CU Basic Education Department. Albeit fused in location and administration management, each level maintains its own identity and specific set of objectives.


The CUBED Science High School, formerly the CU High School department was opened in 1971 when Cagayan Capitol College, now Capitol University, first opened its doors to the general public. It was one of the first program offerings of the then Cagayan Capitol College.


The St. Francis Learning Center (SFLC), the Preschool and Grade School of Capitol University, was established in October 1987 by Madame Laureana San Pedro Rosales, a seasoned educator whose commitment to service through education is clearly manifested in the Capitol System of Schools which she founded and of which SFLC is a proud component.
