 The Kalabugao Plains Peace and Development Convergence Program was designed by the Regional Peace and Order Council (RPOC-10) and the Department of Interior and Local Government (DILG-10) to assist the people of Kalabugao Plains to attain a quality standard of living in a peaceful, secure, and ecologically-balanced environment of diverse cultural and ethnic  groups. Specifically, the project is aimed at: (1) transforming Kalabugao Plain into an economically, environmentally and culturally developed community; (2) empowering residents; (3) creating a peaceful, harmonious and secured environment; and (4) responding to the clamor of the people of Kalabugao Plains for a sustained delivery of basic services, improved security of land tenure and addressing their vulnerability to insurgency problem.

 The Department of Interior and Local Government (DILG-10) commissioned Capitol University Research and Extension Office (CUREXO) to conduct the Impact Assessment of Kalabugao Plains Peace and Development Convergence Project last April 18, 2018.The focus of this evaluation was drawn towards program operations, implementation, and service delivery.It was conducted in the main municipalities and barangays within the territory of Kalabugao Plains. In Bukidnon, this involves the barangays Hagpa, Kalabugao, Guihean, Bontongan, Sayawan, Bulonay, all within the municipality of Impasug-ong, Guilang-guilang in ManoloFortich; and San Luis in Malitbog town. For Misamis Oriental, the barangay covered was Minalwang in the municipality of Claveria.

 Results show that there is a consensus from FGD, KII, household survey data, and secondary data and documents that economic, environmental and cultural development is a condition that is present and enjoyed by community, IPs, and residents households and attested by the various implementing partners in Kalabugao Plains. Decrease in of insurgency and occurrences of encounters were attributed by different units (e.g. households, IPs, communities, and implementing partners) to inputs of the project that offered opportunities to improve the capacity of LGUs, POs, and other stakeholders to address peace concerns.

 The KP-PDCP enabled the different government agencies to work together and to prioritize KP as target beneficiary of many of its programs. These are budget allocations that are somewhat redirected to KP because of it very urgent need to alleviate poverty and to improve the insurgency issues.
